The fact of the Bible needs to come first, because listeners need to be impacted by facts. For example: God loves you, and out of love He sent His only Son to die for you and also resurrected Him, to give you eternal life with Him in a personal relationship here on Earth and also in Heaven when Jesus comes again. Jesus is real and risen!
I believe that when facts like these come first to the mind and after to the heart of those who listen, their lives are completely changed by the power of the Gospel.
